It was founded by the great Russian singer Elena Obraztsova and is held by The Elena Obraztsova Cultural Centre and The Charitable Foundation of Support for the Music Art «The Elena Obraztsova Foundation» supported by the Ministry of Culture of the Russian Federation and St. Petersburg Committee for Culture.

The program of the Competition includes a concert performed by the Prize Winners of the Elena Obraztsova International Competitions of Young Vocalists of previous years.
